He proudly shows me the many flowers that he has planted in and around the station. Her customers are mainly labourers for construction and demolition companies, companies with a strong presence in the city. Her mother still lives in temporary housing while waiting for her house to be repaired. Tanako often parks her truck in front of the two temporary restaurants set up by the city (in the back). A portion of the employees of these two restaurants are foreigners (Chinese) hired by the city.</image:caption>

      <image:caption>This man works at the Fukushima Daini plant, a few kilometers north of Nahara, at the boundary of the current evacuation zone. The plant bore less of the brunt of the tsunami than the one at Fukushima Daichi, but nevertheless remains shut down. He wishes to go back to living in his own house, as do his wife and children. But they still have to discuss their actual return date. He tells me that the government came to decontaminate his house just by washing the walls and roof. The logs next to him are for his fireplace. He just repaired his bathroom and occasionally stays at his place on weekends.</image:caption>

She and her husband, a carpenter, preferred to come back, even though they knew that none of their friends or neighbors would return. Amongst these friends and neighbours, many have had their houses demolished. She and her husband felt unwanted by the people of Iwaki when living there in three temporary houses. Her mother-in-law died two years after the disaster, in her temporary house, because of stress she says. Her children and grandchildren decided to stay permanently in Iwaki.</image:caption>

The rest live in apartments. The Kamiarakawa camp, as with all the temporary camps that have been set up after the disaster in Japan, and particularly in Fukushima, consists of a row of regularly spaced prefabricated site bungalows. Il me montre fièrement les nombreuses fleurs qu'il a plantées dans et autour de la gare.  À droite, une vingtaine de vélos abandonnés sur le stationnement de la gare se font petit à petit envahir par les ronces. Comme souvent au Japon, ces vélos n'ont aucun cadenas, tant les vols sur la voie publique sont rares.</image:caption>

Cette centrale a beaucoup moins souffert du tsunami que celle de Fukushima Daiichi, mais elle reste néanmoins à l'arrêt. Il souhaite revenir vivre dans sa maison; sa femme et ses enfants aussi. Il me raconte que le gouvernement est venu décontaminer sa maison en lavant simplement les murs et le toit. Les bûches à côté de lui sont pour sa cheminée. Il vient de réparer sa salle de bain et il reste de temps en temps les week-ends dans la maison.</image:caption>

Il cultive aussi un potager et ses légumes sont contrôlés par la mairie. Le gouvernement est venu faire un nettoyage de décontamination de sa maison, mais il a préféré le refaire une deuxième fois lui-même.</image:caption>

Elle et son mari, menuisier, ont préféré revenir, bien qu'ils savaient qu'aucun de leurs voisins et amis ne reviendrait. Parmi eux, nombreux sont ceux qui ont fait démolir leur maison. Elle et son mari se sentaient rejetés par les habitants d'Iwaki lorsqu'ils y vivaient, dans les trois logements temporaires qu'ils y ont fréquenté. Sa belle-mère est décédée deux ans après la catastrophe dans son logement temporaire, à cause du stress selon elle. Ses enfants et petits enfants ont décidé de rester définitivement à Iwaki. Elle raconte que beaucoup des habitants sont des ouvriers actuels, ayant acceptés de venir ici par appât du gain ou parce qu'ils ont des problèmes avec la société.</image:caption>

Ils me disent qu'ils reviendront avec leurs enfants, et petits enfants, dès que l'école réouvrira. Le monsieur prévoit aussi de réouvrir son magasin de vêtements au rez-de-chaussée.       <image:caption>En novembre 2015, 5967 réfugiés de Naraha vivaient encore à Iwaki, ce qui représentait environ 80 % de sa population officielle. Et 42 % de ces réfugiés étaient encore dans un des 13 campements temporaires d'Iwaki, et le reste en appartement. Le campement de Kamiarakawa est le plus grand et regroupe 473 habitants dont 45 jeunes de moins de 20 ans. Encore aujourd'hui, et bien que la ville ait rouvert, il est occupé à 94% de sa capacité. Le campement de Kamiarakawa, comme l'ensemble des campements temporaires mis en place après la catastrophe, consiste en un alignement de logements préfabriqués, régulièrement espacés. Les surfaces d'habitation sont petites, bien souvent beaucoup plus que les anciens logements de ceux qui ont été relogés ici.</image:caption>
